Evidence, Learning and the Community of Practice

As work has continued on developing the Talking Points approach, a priority has been to identify any key challenges emerging from practice, and to work with partnerships and our other partner organisations to develop solutions. Although there has been no comprehensive evaluation of the programme since the interim evaluation of the early implementers in 2008, a further priority has been to capture learning and impact as the programme has continued to develop.

Additionally, our publications section includes learning from research and practice as well as offering some published reports and journal articles about outcomes and Talking Points.

Change Fund Plans

In February 2011 all health and social care partnerships in Scotland submitted plans detailing how they plan to send additional resources allocated to support the organisational development required to meet the Reshaping Care of Older People Policy Agenda. This short report looks at the focus within these plans on personal outcomes and pulls out key messages.

2010

Talking Points Learning and Action Group

To support the ongoing development and implementation of the Talking Points approach, the JIT have brought together individuals from early implementer partnerships and provider organisations to form a Learning and Action Group. The first meeting of the group was held in January 2010. A short report summarising learning from this meeting is available.

Talking Points and Mental Health Services in Midlothian

Midlothian Joint Mental Health Service tested out the Talking Points approach in evaluating their new services in 2009. Service users and carers were involved in designing the evaluation and in selecting Talking Points for the purpose. The results of the evaluation can be viewed in the following brief reports and PowerPoint presentation.

Orkney Update

Late in 2009 an update report was produced on progress on the outcomes approach in Orkney, which was one of the first pilot sites for Talking Points in 2007.

2008

Interim Evaluation of UDSET Pilots

Glasgow School of Social Work (GSSW) was commissioned by the JIT to undertake an interim evaluation of UDSET in 2008. The results of the evaluation are available in the November report produced by GSSW.

Report from National Event Early Implementors

During 2008, as piloting continued on a larger scale, key challenges were identified in moving towards an outcomes approach, and work with partnerships continued to focus on addressing these issues. A workshop for all pilots was held in January 2008. Specific concerns raised at the workshop included training implications and overcoming communication difficulties with service users. The resulting interim workshop report is available here.

Evidence from Practice in North Lanarkshire

In October/November, the JIT conducted focus groups jointly with North Lanarkshire Council to obtain the views of staff, senior staff and managers about the differences focusing on outcomes made in practice and about the barriers to embedding outcomes across the system.

Community of Practice

A Community of Practice for community care outcomes was set up in May 2009, including members from across Community Care in Scotland and beyond. Early activity centred around regular bulletins which included the latest information about materials, developments and events.

From November 2009 we moved to an online forum to support the Community of Practice. We hope that this community will be used by a broad range of practitioners, managers, policy makers, service users and carers to share news, views, and resources relevant to the community care outcomes approach.
