The Indicator of Relative Need (IoRN) tool is a set of carefully chosen questions and a classification system that relates to the responses to these questions. The purpose of this report was to find out what progress local authorities (and partner organisations) have made in implementing and using the IoRN tool.

Supporting Outcomes for Older People
A new report published by the Joseph Rowntree Foundation and the Centre for Policy on Ageing examines the provision of care for older people and assesses how local authorities can maintain health outcomes in the face of budgetary pressure. Scotland's Telecare Development Programme, in which the JIT is deeply involved, is cited as a positive example.

NESTA Public Service Reform Reports
In 2009 and 2010, The National Endowment for Science, Technology and the Arts has produced a series of three reports examining options for reforming public service delivery. The group specifically looks at the potential of co-production to help build better and cheaper services from the ground up. This summary provides evidence on how other nations have dealt with reforms to social and health care in response to demographic and fiscal challenges. Cited as part of the evidence base in the UK Green Paper, the summary document was very recently published by York University The study examined recent reforms and current debates about adult social care in five developed societies: Germany, Netherlands, Denmark, Australia and Japan.
